E.1-16/2007 (CPC-II)dated 17th June, 2009

Preamble-

To provide the healthy developments physically and psycologically, of all students in all higher education institutions, the University Grants Commissions, brings forth this regulation
1) Title Commencement and applicability-
These regulations shall be called the "UGC Regulations on Curbing the Menance of Ragging in Higher Educational Institutions", 2009
They shall come into forcefrom the date of their publication in the official Gazette
They shall apply to all the institutions , coming within the definition of an university under susection(f) of section (2) of UGC, 1956.

2) Objectives-
To prohibit any conduct by students which causes annoyance, hardship or pshycological harm, fear or apprehension to fresher or other students

3) What Constitutes Ragging
a) Teasing, treating or handling by words spoken or written or an act.
b) Rowdy or indisciplined activities.
c) Asking to do any act which generates a sense of shame
d) Any act of physical abuse, sexual abuse etc

4) Measures for prohibition of ragging at the institutional level-
All institutions shall take all necessary and required measures to achieve the objectives of eliminating ragging, within the institution or outside

5) Measures for preventing of ragging at the institutional level
a) Public declaration that ragging is totally prohibited in the institution.
b) Prospectus shall prominently print these regulations in full
c) Affidavit to sign by every applicant that he/she will not indulge in ragging
d) Social behavioural pattern of applicant should be checked through L.C/T.C/Migration at the time of admission
e) each institution shall tighten security,anti-ragging committee formation etc
f) each institution shall give the adequate publicity in institute in mass by mass media about law prohibiting ragging and the negative aspects of ragging

6) Action to be taken by the head of institution
a) Enquiry by authority
b) FIR in police
c) Remedial action
d) Punishment to students involved in ragging
e) Withholding scholarship/fellowship
f) Suspension from institute
g) Cancellation of admission
h) Rustication
